A great combination of pollution and fog result in having a visibility of only 8 kilometers in Tokyo, which is kind of a bummer, especially when you go up 45 floors to have a great view and then...well, you really can't see that much.
Still, it's worth going up and around town and taking as many photos as you can, then -if you're lucky-, the day will clear up and you will get some good and clear shots.
